When the location has a diagram, it loads on the order. Proposed markers are a separate layer the tech can show or hide; nobody edits them after the sale. The tech's real devices are their own layer with no restrictions. When there is no diagram, the PWA works exactly as today.
Toggle the proposed layer, place devices as today with the + button. The diagram informs the install; it does not drive it.
Tap a proposed marker, scan the barcode, the real device is created with its number and placement. "Cannot be installed" strikes the marker. One place instead of two (Duo's variant; not yet sized).
